1. PLEASE Fix Targeting in overview! make the overview "freeze" on Mouse-over so you don't accidentally select the wrong target when the Ranges Change.
2. Keyboard Shortcuts for Targeting-- Target next, Target last, Target Strongest/weakest. This way you can quickly change Targets your have already locked or Lock onto new targets with-out the mouse. (Targeting timers still apply of course for unlocked targets.)
3. Ship Systems Targeting/Module damage. Give us the ability to Target and Disable Engines, Weapons, Scanner/Comm Arrays. The effects coud simply be that modules could go "offline" until repaired. Or if you want get fancy ECM and or Chat functions disabled Scrambled Screen/missing UI Components Etc. Which would lead us to....
3. Ability to Capture Ships instead of just blowing them up. IE When a Ship is disabled (no weps or engines), have Boarding Modules + those Marines we haul around around to capture them. (Note that to defend against we would need to carry Marines or Anti Boarding Modules. Both NPC's and Players should be boardable. To prevent abuse of this (every one With Faction Ships) put a decay timer on "Boarded vessels" the more you use it the more it decays until the ship is unusable. and Boarding should NOT be easy just an option.
4. Offline Skill Changing or limited Skill Queueing (can't play at Work ya know) at least be able to que 1 skill (good the 8/9 hour skills)
5. Fix POS Warfare! your on the right track with what I read, more faster please!
6. Temporary Depoylable Structures-- Micro bases (like the ones in missions) that allow Quick Refit repair and rearm. (no clone vats or Shields) Deployable by Badger 2 or bigger. CHEAP and disposable. (a noob should be able to get one.) Either has a fixed lifespan when anchored. or it only allows so many uses (you can dock 1 ship 10 times or 10 ships, 1 time etc.) other TEMPORARY structures could be Defence batteries (automated or usable by players who get podded) or "Listening/Sensor" posts 
7. Access to In-Game Chat from Web Page- Anarchy online had this and it was very nice for when you had a copr meeting but you couldn't actually play.
8. Integrate the System map (kind of useless now) with the Scanner to show Freindlies only (by default). Probe results of fellow Gang members should be visible as well (Kind of like an AWACS plane we have now, make the ability to share data special recon/warfare-link module. Note that all Ships in proximity near stations and jump gates should be visible. In 0.0 this should be controlled by Sovreignty. In Empire everyone EXCEPT pirates/low security status. If the "Sensor posts" are integrated then those results should be there too.
9. Custom Paint jobs or at least a choice between paint schemes.. (Would be nice to fly your Corp Color scheme) EDIT- (OMFG I just saw the Bling Slots Post YES YES YES Give me Bling! (and screw you haters who don't like that idea..Visual Customization is da ****nits!
10. Interactive Envronments/Terrian Effects -- YES YES YES. I mean Kirk could hide in the Nebula right? Give us more options in combat other than get blown up or warp away.. IE LOS Line of sight should apply to Projectile Weapons/Direct targting weapons (AOE weps like Smart bombs are unaffected) they SHOULD NOT be able to hit you (accuratly) when you are Deep in an asteroid field I mean Come on If I'm hiding on the OTHER SIDE of a huge piece of Veldspar that Railgun projectile shuld not hit you (or at least do little damage.)
